The board could have been deleted by the board owners and hence it doesn't appear anymore. There is no concept of closed boards in jira. Also, it could be the board is private now as the owner might have made the underlying filter of the board as private filer and hence you can't access the board but if you have system admin rights then you should be able to see it but not access it's issues.
