Do the workflow and any constraints set up within the workflows drive how reporting works?

I'm not sure I understand your question. What is the goal of the reporting you're trying to generate?
Reporting generally relies on field-level information, so if there are data points you want to track against other data points, I don't feel like the workflow has anything to do with that.
