This needs some deliberations.

For example:

If you are planning to consolidate two JIRA instances into one then JIRA does that automatically for you. The thumb rule for JIRA boards is that the board filter should be available and working in the instance where you are thinking to migrate the boards. This means that the issues in the filter should also be available.

I would encourage you to share your requirement in detail, if you need further clarification.

You cannot export/import but you don’t need to. Simply go to board settings > General copy the filter (and sub-filter if you have one) and use in the new instance. Of course the new instance needs to be the same as the old or you will need to edit the filter a bit.

existing project configurations from one instance to another via Project Snapshots. The Project snapshot packages all the configuration data (you can also

include issues) of a single project or multiple projects, and can then be used to move all the project data to a different Jira instance.

Should this be installed in both the instances?

How would be the authentication from another instance to this instance ? (client will have their own firewall, and restrictions )

If we can provide them as XML (or other Jira/confluence support format) file and if they can import it that would solve security problems

Yes, you need Configuration Manager for Jira installed in both instances.

Authentication won't be required; you can easily solve the security problems with exporting the project snapshot as a zip file containing all the project configuration details (the xml and json files).

After sending the file to your client, they can deploy it at their current Jira instance and replicate the exact project configuration.

will configuration manager work if both the instances has different versions of JIRA? and if both the instances has different global settings

Please note that boards are a pictorial representation of issues from the underlying JIRA instance using the board filter.
If you want the boards of one instance to be available in another instance then, you should make sure the underlying issues are also available in both the instances, as emphasized by @Jack Brickey
Ensuring issues in both instances would mean that the underlying configurations for those issues/projects should be available in both the instances (so that you export/import those issues).
Hence, you should be relying on third party apps to perform the task of ensuring the configurations are available in the target instance (to facilitate importing of issues)
In the past we used/evaluated
- project-configurator-for-jira
- configuration-manager-for-jira
- You need in-depth understanding of various configurations that were documented by the respective product vendor.
