We allow external users to sign up our service desk. Can we set Jira service desk to add a new sign-up user to jira-servicedesk-customers group automatically?

Yes, you can add customers automatically to groups, but you need to make sure that the default group for customers does not have application access, otherwise, customers will count as a license.
