You can modify the description inside the file JiraWebActionSupport.properties located under the <JIRA_INSTALL>/atlassian-jira/WEB-INF/classes/com/atlassian/jira/web/action.

label.edit.start.typing=Begin typing to find and create labels or press down to select a suggested label.

Shut down the JIRA instance and modify the JiraWebActionSupport File and check whether the changes has been reflected after restarting the JIRA. Also you may like to go through this link

Alternatively, if still the changes are not reflecting, you need to

Backup the atlassian-bundled-plugins.zip located under <JIRA_INSTALL>/atlassian-jira/WEB-INF/classes/ folder
Unzip the atlassian-bundled-plugins.zip
You can see the jars named - jira-languages-5.0-en_UK.jar / jira-languages-5.0-en_US.jar , based on the language JIRA is using unzip the jar.
Look for the file JiraWebActionSupport.properties file
Do the modifications for the Label description
Package the jar
Zip the atlassian-bundled.zip again with the modified .jar file for JiraWebActionSupport.properties file
Overwrite the original atlassian-bundled.zip with the new atlassian-bundled.zip file
