Is there a plugin to assist with invoicing and showing usage by Project Owner?

I would like to report the number of Projects assigned to a Project Lead? The number of Projects, charting of Project growth over time, charting of Project Owner & Projects over time, number of total issues, and issues per project. Is there a plugin or a query to report this in Excel or a chart?
