Are you going directly from a new browser window or from the "Manage Apps" or Find New Apps" section of the Administration page?

Here is a direct link to the Marketplace, can you please verify this is or is not working for you?

i'm using google chrome. i'm using Jira version 6.3.12 . I see the options manage add-ons, purchase add-ons and find new add-ons.
