Could someone please tell me if, by subscribing to the Standard or Premium plan, it's possible to recover comment history? I lost everything while migrating boards on the free plan.

Hope you are doing well,
Welcome to the community!!

I am sorry about the issue you are facing with your boards. Have you copied the board over by any chance? 
When a board is copied, we'll copy cards and their descriptions. We don't copy comments, card activity, card members or archived cards, however. If you want a "full copy" of the board, the best bet is to copy each list individually and move it to your new board.

Alternatively, you might also check to see if you want to
 move the board to a new Workspace, instead of a full copy
