How to configure which products a user can access when being provisioned via SSO?

Hi,
We are using bitbucket & jira for our organisation. We have different users which need to access jira and bitbucket. If I want to enable SSO for my organisation, can I configure it such that some users (when they are pnroviosned) get access to Jira only while other users can access both Jira & Bitbucket.
