You need to have Delete issue permission on the concerned project to be able to delete issues from that project.

Welcome to Atlassian Community!

I understand you'd like to delete a Work item. To delete a Work item, the user must have the Delete Issues permission on the Project.

Once the user has the required permission, they would see the Delete option from the 3 dots in the Issue view.

Company Managed Project

To able to delete issue in CMP project you need to have delete issues permission 

Once you have this permisison 

There are two ways to delete a work item in the board view.

To delete a work item  you can:

1. Select More actions (…) at the top right of the card you want to delete

2. Select Delete.

3. Select Archive if you would prefer to archive the work item, or enter Delete in the text box to confirm that you want to delete the work item.

4. Select Delete to confirm.

Another way to delete a work item from the board is to:

1. Select the work item you’d like to delete, to open the work item detail view.

2. Select More actions (…), then select Delete.

Team Managed Project

You need to have administrator role to be able to delete

You need the delete permission in the scheme for the project - https://support.atlassian.com/jira-cloud-administration/docs/permissions-for-company-managed-projects/
