Scriptrunner Fragment Display Dropdown Button in Issue

I am trying to create a quick link to create related items via a button in some of my issues.  The goal will be to pre-populate much of the create issue page.  I have tried this using Script Fragments, and have followed the examples, such as the XML module example which displays a drop down menu.  I have a "Create Tasks" web-item, and a "New Feature" web-item.

With my XML Module I am able to get it to work in the top menu (system.top.navigation.bar) but this is not where I want it.

I want in in the issue view.  As such I have used the exact same XML module, except I have changed the location of the first web-item to be "operations-restore".  This results in a button being displayed where I want it, but no drop-down options!

I have tried using web-items / web-sections and get the same result as with the XML module.  Maybe this just cannot be done?

I'm trying to do exactly the same thing, I did the same steps and I also could not get it to work. All the guides hint it should be possible, but I'm also coming to the same conclusion this is not possible and you should just opt to add items in the MORE menu on a section.

That's exactly what I ended up doing.  Glad I am not alone in this.  

I also ended up removing some of the other menu items that we weren't using to clean up the MORE menu.  To do this I had to disable modules under the "Manage Apps" section.  Expand the modules for a particular app, and disable it (which was a bit of a pain).
