It is already possible in Structure for Server/Data Center Jira: you can see all links in an issue(including web links) by adding the Linked Issues column. The Formula column doesn't recognize such links but the Linked Issues column does.

Is this feature not available in the Cloud version? that column only shows linked Jira issues not confluence or external web links.

This is indeed not yet possible in Structure Cloud - there is no access to external links whatsoever. We have a feature in our backlog to allow the Formula column fetching such links.
