I am getting no help from the forum or other help sites. There must b a way of contacting Atlassian by phone. to get meaningful help.

I see no other posts connected to your Community account. Can you provide link(s) to posts in the Community where you have received no helpful response? The members of this Community are generally good helping other members debug problems and find solutions.
Are you having an issue with the functionality of the product or your subscription?
Are you using Jira Cloud or Jira Data Center?
Atlassian does not generally provide phone support except to Premium/Enterprise level customers. However if you have a support contract, then after opening a support case through Atlassian's customer portal they will sometimes offer to have a live screen sharing session to help resolve issues.
