how can I resolve rss: org.apache.commons.httpclient.ConnectTimeoutException

We need to display some external rss, however the following message shows.

"rss: org.apache.commons.httpclient.ConnectTimeoutException: The host did not accept the connection within timeout of 10000 ms"

I went to administration console and configure the whiteList, but the msg still remains. I search for the rss plugin (i supose is the Plugin key:rome.rome-1.0) but this one is enable.

I try to google it, but i'm still blind about the solution for this problem. Probably the problem resides between the keyboard and chair, can anyone help me with this?

I talk with IT department to figure it out what they have done to resolve the problem of the message I put in the subject.
They told me the server, where confluence is installed, didn’t had internet access.

The IT department do something at Apache configuration.

Now I have a message “rss: The RSS macro is retrieving an HTML page with the title 'Rss RTP'.

RTP is the name of the rss.

However I try another feed and it works very well. I can not use every feed as I wish?

i forgot to mention,we're using confluence 3.4.2
