When i download the figma plug-in then try to upload it it still loading and not completed can i know the problem or its bot available for confluence server any help please ?

Did you download the plugin from Atlassian marketplace ?Example: https://marketplace.atlassian.com/search?query=figma
You need to contact the vendor (i.e. Plugin developer) directly incase you have problem using the plugin.

You can try use another Web browser and try upload addon from there.
Another way is copy URL right version app (eg. from Figma for Confluence - Version) to Upload app: "From this URL".
Select the app file (it will be a .jar or .obr file) or enter the URL where the file can be found. Select Upload.
