Is there another way to allow submission of questions without using the Question Macro?

I do not have the questions macro available and also "Ask a Question" option does not appear at the Template dropdown. 

Is there another way i can allow submission of questions as I would like to create a FAQ page.

Do you have the Marketplace Application Questions for Confluence installed, or are you trying to replicate its features without it? Can you provide more detail for your question so we can assist?
