How to enable Portfolio is our JIRA account?

@Anish Krishnan -

For Advanced Roadmap for Jira in the Cloud env, your subscription must be at Premium level or above.  If so, it is part of your Jira software enviornment.

This, plus it's also in Enterprise editions of Jira as well.
