Why I can't add new members?

My team and I are trying to add new members to our Trello board, but it keeps telling us that we have already reached our 10 member limit. We have only 8 members currently  on the board, however. (I even took myself off so that we could add new members.)

Please advise.

Emily, you will need to look at the Total number of collaborators (across ALL your boards in your workspace) See https://support.atlassian.com/trello/docs/workspace-user-limit/

I have 9, I should be able to add 10 but I cannot

I finally found one extra person on some other board. Not so clear that all boards are counted but my problem is now solved at least
