We are an academic unit in a university and have been creating a Trello board with suggestions for activities and tools for teaching and learning for some time now. We would like to make this board public, which anyone can access in consultation mode and can also write a comment if desired or needed. This will usually be useful and even more so in times of Remote Emergency Learning.
We don't have Trello Business class or Enterprise yet, and we would like to know if an upgrade would be the solution or if we would have another alternative.

If you want to make it public as in anyone can access, you do not need to upgrade. All you need to do is set the visibility to public:
And adjust the settings so anyone can make comments:
If you want to restrict who can be an observer on the board, then yes, you might need Business Class for that. We do offer an educational discount. If you are interested in that, please create a support ticket at http://trello.com/contact, and we will set it up for you.

I found the comment permission option, which only appears when the board is set to public.
