Our office needs to about 15-20 users. Which Trello package would get us that number of users?
Trello can support that many users regardless of the plan that you choose. What will change are the specific features that you get. Typically, a free plan will be more suited for very small teams without a lot of complexity.

I can't figure out how to get the trial period to keep my boards and workspace. Each time I try to go to upgrade it says that I have nothing to upgrade or asks me to start my workspace.

I can't find that. When I go to workspaces, I only have the option of going down to a Guest workspace. It was created by a co-worker who retired. He made me an admin before he left, but it still shows up as a guest workspace for me.
