Is there a way to have buttons visible on all boards, but not automatically activated on all boards?

I have several workspaces that have 10 + boards in them, several buttons apply to 3 boards but not the others. Right now I can remake the buttons each time, or activate them on ALL boards and go in one by one to remove them from all the other boards. 

Surely there must be away to see all buttons created in a workspace and activate the ones needed similar to how rules work?

Right now, it's not possible to have a button visible across all boards without first enabling the command on all boards and disabling it on specific boards as you mentioned.
