Hi

Yes. You can create a rule like this

when a card is added to the board, move the card to the top of list "#1" on board "Another board"

You can use Butler for this automation, setup a rule...

Using Card Changes as the trigger, when (user) added to the card, then you would like to this card to the top of XXX list...
