You do have to be an admin to close the board, @Vickey Palzor Lepcha 

@Оля Мовчан  Closing the board effectively works like I understand 'archiving' to be, in that it's not permanent. You can always go find the Closed Boards, and reopen them.

Ooops - I was not aware that the question is about Trello. 

I haven't seen close board option in JIRA :-)

I never had option to archive or close a board.
