I am an admin for our org and we have never enforced 2FA to log in to Trello.
Somehow we have 1 user that has 2FA and now she can't log in since she keeps being asked for a code which we don't know how to get a code and also how do we disable the 2FA?
Even if you don’t enforce 2fa, I’m pretty sure each individual person can decide to turn it on.
Do they have an Atlassian Account?

Yes the user has an Atlassian account but the issue is trying to get the 2FA codes which we don't know how to get them.
