Welcome to the Community!
At the moment, Butler doesn't have the ability to act on card covers or colours.
However, @Blair at Atlassian gave a fab answer to a similar question here: Is there a way to automate cover colors? and also gave ways that Trello users can request features, so I would recommend that you request the features that you'd like to see (I have!!)
