I am creating repeat cards with due dates and times. Can those automatically sort based on due date / time inside the list?
You could set up a Butler rule to resort the list anytime a card was added:

Otherwise you'd have to sort them yourself (click the ... menu)

They sort by due date, but I typically don't do that
