I want to paste a list of items to a new card and have each line become its own card and use a saved card template in each card created.
I am not quite sure, what workflow you are envisioning.
You can copy/paste lines that then would be created as individual cards:https://help.trello.com/article/751-importing-data-into-trello
However once a card is created you can not copy any content from a template into that already existing card. You can read more about card templates here: https://blog.trello.com/trello-card-templates
