I have been a Trello standard user 

I have been paying with my debit card.

I recently upgraded to Premium.

But the payment couldn't process again.

Trello is declining my card 

But it is the same card I have been using for transaction.

You will need to talk to Atlassian billing support, contact them at - use the last option on that page, the others bring you back here or to documentation.
