I'm working with a new client and they have sent me screen shots to show where they comment section isn't available and the only options they have per the settings menu are "Watch" and "Share".
I don't know how to fix this.
Can you go to your board settings --> comment permissions and verify the comment permissions? Member, Members and Observers, etc... Then verify the user is correctly in the right group.

I'm not familiar with Jira. I sent them an invite directly from the board, to their email. I haven't received a notification that they have joined but they can see all of the content.
