Often there are files to commit but when i click commit, the file list is empty even though in the repo list it states files have changed

Check the search box in the upper right corner. If there is text there, it will only show files that are pending, and have file names that contain the search string.
This is not the case, the software is still buggy
Not sure the downvote was called for - you didn't include that part of the UI in your screenshot, and that is a common explanation for the behavior you described.
If the search box is indeed empty, then that DOES sound like a bug, and there is nothing the users on this forum can do for you, except to direct you to file a bug report at jira.atlassian.com.
