I have read through the comments for this issue and configured my machine as recommended and I'm still getting a blank screen.   I would really like to use this product as it is what our consultant and the other developers in my area are using. 

If there is some other way. please help me.

Are you able to get to https://id.atlassian.com using Internet Explorer without any issues?

Yes.  I am able to go to the URL and enter my user/password with no issues.
