SourceTree for Enterprise 3.1.3 does not start

We just tried to install version 3.1.3 on our Windows Server. However, everyuser sees a crash directly after startup. It shows SourceTree has stopped working.

We have MS Windows Server 2012 R2 and .NET Framework 4.7.2 installed.

It is the first version that we installed, so I don't know if an earlier version does work.

Do you know what's going on? I cannot add a bug report, it seems I don't have enough rights (not allowed to assign issues).

The error that is shown:
