SourceTree is a free of cost but requires (after 30 days) a registration. Every developer have to register themselfs (in practice they need to create a personal Atlassian Id). The developers can use any email address in registration - it doesn't have to be the corporate address. The same registration can be used to "activate" several copies of the software. The individual developer use of the app is not linked to your company's Bitbucket user quota.

Yes, just click 'Import License' on the registration dialog and you can import your existing Mac license, it'll work fine.
Atlassian might of course change the license terms some day but that's the status today.

Anyone can get a SourceTree license. And SourceTree is tied to a user, not the company.
