Create a new remote repository from SourceTree

Hello I am trying to create a new remote repository from SourceTree (on github.com), as can I do it using GitHub Desktop. I have read many articles but did not find a suitable answer. The answers were to create a new remote repository on the host (github.com \ bitbucket.com) and link\clone repository to SourceTree. If I really can't do it, why would I need this feature!?

My problem is step by step:
1. I click on this:

2. Create a new remote repository:

3. When I try to create a remote repository, I see an error like this:
