Is there a way to disable this rerun failed jobs functionality?

This question is in reference to Atlassian Documentation: Rerunning a failed stage

My team is, let's say, less than diligent about tracking down intermittent test failures.  I want to get a better view of how and why our jobs are failing, but many of our build logs show a successful build even after many rerun attempts as a result of bamboo overwriting the build history.  I want the failures to be a little more painful for my team, so they will be more motivated to fix them, and I want to have more ammunition to prioritize those fixes.  Is there a way to configure either a job our a server to disallow the "Rerun failed.." functionality?

I wish this could be disabled as well... hate losing the logs. sad
