I have an Oracle Database 19c standard edition and I want to use Opsgenie to monitor my resources and send alerts and notifications, so I have seen I can use this tool with enterprise manager but my problem is how my database is standard edition I don't have enterprise manager. How am I use Opsgenie for my database?

If you have already tried the existing Oracle integration and it's not working with your version, the common workarounds when no prebuilt integration is available are to use either our Email integration or our API integration.
If you are using Oracle Cloud, we do have a feature request to build an integration directly with Oracle cloud here which you can follow and upvote:

I reviewed the link, but my problem is the database doesn't have Enterprice Manager, I would like to know if Opsgenie is compatible in a direct connection with the database or the server where it is hosted.
