Warning/Advice header on issue screen

I installed "Jira Suite Utilities" plugin. I now have an issue which at some point will need some fied to be filled to have the transition button appear.

It works well but if the user is not informed of the need to fill those field (by mean of modification button) he has no way to know what action to do to transiton. If he has not read the manual I did too.

My question is : Is there a way to have some colored header on top of the resume screen or some popup while coming to the said transition? Or some other indicator/notification.

For example : Careful, you have to fill field1, field2, field3 to be able to validate or else you are struck.

While relevant, I only need the message to be given at a specific stage of the workflow. I can't have a permanent banner saying that some field needs to be filled. But do you know if announcement bit can be done only at a given point or on some event? Or do you know if implementing it as a plugin would take time (more or less estimation)?
