We have a milestone based project plan in MS Project and a lot of detailed tasks in Jira.  I'd like to be able to connect the two instead of having to keep two things up to date.

You can integrate Jira with MS Project using Ceptah Bridge. It can import issues from Jira, export tasks to Jira and synchronise them in both directions. It can also import jira users as resources.
