Is there a way to create a ticket automatically when a GitHub pull request is ready for review?

Our team is working on building a better code review process and are looking to implement a process where we generate a task or subtask ticket in Jira to remind devs and QA that would be responsible for the code review to do so before we can close the original ticket. 

The ideal workflow would be:

  1. Engineer creates a pull request and links it to ticket.
  2. Once the pull request is ready for review and an assignee is attached in Github.
  3. A task or subtask is created in Jira with a configurable title.

Nice to have:

  1. The assignee for the task is automatically associated with the assigned reviewer.
