Icons missing - cache folder missing

I can't find any tomcat cache folder in this work folder. Why do tomcat runs without cache, or how can I switch on cache?

Try restarting the service and the icons should come back.

We restart tomcat every week, but it doesn't help: some users have Icons, others have none. What I not understand: I see no cache folder located in the $JIRA-installation-directory/work folder. So I wonder if tomcat and JIRA ever used a cache, or how to bring tomcat to use this cache.
