Global Permissions 404

Hello,

I'm getting a 404 Page not found when I try to access to the Global Permissions panel (cog -> system -> Global Permissions).

This is what I have in access.log:

127.0.0.1 1086x1628x1 myuser [22/Sep/2014:18:06:57 +0200] "GET /secure/admin/GlobalPermissions!default.jspa HTTP/1.0" 404 946 17 "https://mydomain/secure/admin/WebSudoAuthenticate.jspa" "Mozilla/5.0 (Macintosh; Intel Mac OS X 10_9_5) AppleWebKit/600.1.17 (KHTML, like Gecko) Version/7.1 Safari/537.85.10" "j8yo18"

Is it possible that the user doesn't have the JIRA System Administrators Global Permission? I'm thinking that the admin user was deleted ( sad ). How can I check it? Is it possibile to create a System Administrator using a SQL insert/update (I'm using mysql as db backend)?

Thank you very much,

Andrea
