Default value of custom field not showing up

I have created a number custom field called "Item Count" and set default value as "0".

When seeing field on issue view, default value is not showing up.

Default values shows up. on create issue screen but not on view issue screen (Create and view) both uses same screen

Setting a default value for a field does not result in the value being set for issues that already exist. The default value is applied only through the Create Issue screen.
