Creating an alert after a certain number of task's on a dashboard

I'd like to create an alert that says you have assigned yourself too many tasks, to evenly distribute tasks amongst several people. Often, when people are assigning themselves tasks from a dashboard queue, they aren't taking into account the number of tasks they are assigning themselves in reference to others, therefore others have uneven amount of work for the day. Is there an alert I can make that notifies them "You are maxed out of tasks?"
