As a user or project level administrator, when I try to create a Bug Tracking (JIRA Software) project by clicking on the Bug Tracking link, the application displays the Bug Tracking page, but the "Use Template" button is disabled. Kindly let me know how the JIRA admin can enable this USE TEMPLATE button for the user, without providing JIRA administration rights to the user or project admin.

You must be a Jira Administrator to create new Company-managed projects. Others can create Team-managed projects, but only if a Jira Administrator has turned on that permission or assigned it to you.

The Bug Tracking project template is available only for a Company Managed project. There is not a template for that project for creating a Team Managed project.
So, as a user or Project Admin who could, at most, only create Team Managed project you will not be able to use the Bug Tracking project template to create a project.

Jira cloud comes with team-managed and company-managed projects.
Non-Jira-admins can be enabled to create team-managed projects by an Jira admin giving them Create team-managed projects in System --> Global Permissions.
The bug tracking template you are aiming for is only available for Company-managed projects.
We've built an app 'Project Templates for Jira' that allows non-Jira-admins to create company-managed Jira projects, you might want to check out.
1. Create custom project template, it can be based on native Jira templates like bug tracking template (listed under 'Jira native template: Software development' --> 'Basic')
2. Specify who should be allowed to create Jira projects based on this custom project template.
If you are looking for a solution without app, the best bet would be going with team-managed projects and finding a template that gets close enough to what your users need.
