It very much depends on what you mean by "track". Jira is an issue tracker, so any issue you put into it is tracked.
A lot of people using Jira track a lot of their stuff outside Epics and Stories - they create issues of other types or issues that are not linked to Epics. Even my own example - our main Jira system is used for almost everything, and a very quick search for "epic link is empty" returns 97% of the issues that we're tracking in there.
So, I think the question is "what are you wanting to "track"?"
