Are there any consequences or concerns for changing the category from "In Progress" to "To Do" for a custom status that's used in multiple workflows?

Nothing "big". It will move your issues around a bit in some reports, but appropriately. If it's not working for you now, go ahead and do it. Worst case is that you can put it back later (but you won't need to)

Go to admin -> issues -> status and edit the one(s) you want to be in a different category.
