HI @Katerina Rudkovskaya [Stiltsoft] ,

 

Each user can provide only 1 vote on an issue. In order to enable and view voting on an issue, must be set at the global and project permission level .

The counter will be increase each time a user click on vote. They can click once again to remove their vote as well.
