I'm looking for a way to grant a user (from the Finance department) access to the billing section of Jira Service Desk without making that user a site administrator. The reason it that site admin count towards the number of agents, which increases the price.
The user from Finance should just have sufficient access to 'pay the bills' and confirm invoices. Is there a way to do that?

At this time it is required the user have site-admins group membership. We have a feature request below asking for a separate billing permission:
Please vote on the request in order to show that you are interested in such a feature. It will also help if you can comment there with your use case for us to consider if we choose to develop the feature.

Regarding CLOUD-7483, this Suggestion ticket was raised back in 2014 then sat for ~5 years until it was moved to "Gathering Interest" in 2019. At what point will it be reviewed?

It's hard to believe this is still not implemented. We also need to give our finance people billing access -- but not full site admin.
That's our use case. Our finance people should be able to do their finance jobs, but they do not admin the whole organization, and therefore should not have that level of access.
