Is this for a Company Managed project or a Team Managed project.
Does the user have a Jira Service Management Agent license, specifically?
Have they been assigned to the Jira Service Team role in the project if it is Company Managed, or the Agent role if it is Team Managed?
If it is Company Managed, can you confirm that the role is granted the Assignable Users permission in the Permission Scheme associated with the project?
