I would like to allow anonymous users to vote. Is it possible?

As @Nic Brough -Adaptavist- explained, anonymous voting isn't possible in Jira Product Discovery.
However, we have an item on the roadmap that might help you with:
For the moment, you have two type of users Creators (will be licensed in Jira Product Discovery) and contributors (licensed in other Jiras under the same site).
In the future, Contributors will be anyone with an Atlassian account, so they will be free and won't need to have any product access to be able to vote, react, comments on ideas. However, they will continue to be "identifiable", as we believe it is important to understand the who and the why to prioritize effectively.

There's no way to do this - votes have to be recorded against a unique identifier (a user account basically) because you need that to stop multiple-vote abuse. All you have to use with an anonymous user is "anonymous". The first time anonymous user votes on an issue, that's it, no other anonymous user could. So you can't do anonymous voting.
Especially in JPD, where every user has a limited number of votes they can use - you have to record who has used all their votes!

Its managed in fields so you can create a field that you chose the type vote ^
